Add onions and cook, stirring occasionally, until starting to soften, about 3 minutes. Reduce heat to medium-low and continue cooking, stirring occasionally, until the onions are golden brown, 20 to 25 minutes. Add water, 1 tablespoon at a time, if needed, to keep the onions from burning. Transfer the onions to a medium bowl; let cool until closer to room temperature, about 15 minutes. Add Worcestershire, garlic powder, vinegar, onion powder and pepper; pulse until well blended. Add to the onions; stir until the onions are incorporated. Serve at room temperature or refrigerate for 1 hour and serve chilled.
