Add the potatoes. Coat the bottom of a sturdy glass with cooking spray and use it to smash each potato. Drizzle with the remaining 1 tablespoon oil and sprinkle with salt, pepper and garlic powder. Roast the potatoes, flipping halfway, until crispy, 18 to 20 minutes. Combine feta, dill and lemon zest in a small bowl; sprinkle the mixture over the hot potatoes.
